Robert P. Carver
Robert Carver has extensive experience in property tax assessment and exemption appeals, and eminent domain. Mr. Carver’s practice also includes commercial real estate transactions, including conveyances and financings.
Robert Carver is a former Assistant Chief of the Condemnation and Tax Certiorari Division of the New York City Law Department and a former commercial real estate appraiser. He is experienced in all phases of litigation concerning the valuation of real estate, including trials and appeals. He has successfully negotiated settlement of over-assessment claims on thousands of properties for institutional owners, business owners, and individual owners, of commercial, industrial and multifamily residential real estate and vacant land.
Robert Carver is a board member of the New York City Environmental Control Board since 2003, holding the real estate seat. He is a former editor for Warren’s Weed New York Real Property treatise chapters titled “Tax Certiorari Valuation” and “Taxes and Assessments”; a former adjunct professor at Brooklyn Law School in State and Local Government Law; and a recipient of an award from the Municipal Affairs Committee of the New York City Bar Association for outstanding work in municipal law.
